- The new information and communication technologies have set the path of the more developed nations and their societies in general reap the benefits of having adopted such policy. Specific mention is made about Spain where various projects and plans gave way to Spains´ admission to the European Union, which allowed this country to take a leadership position in the iberoamerican world in other aspects of human development. This in turn gave birth to the Plan Nacional de Información. This paper expects to give FOMEC (Fondo para el Mejoramiento de la Calidad Educativa), un rol impulsor de Políticas de Financiamiento al desarrollo de bibliotecas universitarias. Here, I deal with the case of UNICEN (Universidad Nacional del Centro de la Provincia de Buenos Aires). I analize the data about their project for libraries. A development and improvement policy finds financing to produce results, measurable in a short term period, on real variables, based on established indicators which can constitute in the future the bases for a national information policy. The debate is open.
