  • The conditions in which the libraries develop themselves comprise the informative poverty. Units of information that represent ends of informative wealth and poverty coexist isolated due to the insufficiency of mechanisms and initiatives of collaboration and coordination. On the other hand, the libraries that take care of a public of low spending power do not count on suitable collections and undergo a proverbial insufficiency of services, infrastructure and human resources. This situation is agravated by the absence of a national policy of information and alternative proposals.
