• The development of the Public Libraries has got historical delays in Paraguay, that the actions of the last years try to palliate, but without a positive result until the moment. On the other hand, the situation of the School Libraries is quite worse, continues being the great absentee and is a characteristic totally generalized in the country, perhaps because the conceptual deficiencies on the rolls of the School Libraries in the scale of the education. A policy in this matter has misestimated historically, as it prevails in the developed countries.
