- Utilization of information and communication technology, portion of national budget allocated for research and development, man-power participating in scientific research, and scientific activities are specific criterions in evaluation of countries’ scientific improvements. Scientific activities taking part in well-known national or international serials are significant criterions for access and common usage standing point of view. A scientific study cannot be abstracted by other studies in its domain. Throughout scientific production process, researchers benefit from previous researches. Citation indexes are sources of measure in terms of usage proportion and user profile. International citation indexes are intensively used especially by academic groups, on the other hand, there isn’t any national citation index in our country.
In this paper, national indexes and the drawbacks of lacking national citation indexes will be emphasized.
