- Institutions and organizations produce many kinds of documents as a result of their processes and services. An effective understanding and method of written communication can be provided by controlling the record stock and flow in these organizations. Such control will also ensure timely producing, using and communicating documents in addition to regulate the process of reproduction and proliferation of them as a vital tool for written communication. Therefore, there is an urgent need for a records management program to control documents for the sake of enabling current and retrospective access to documents. This is also inevitable for Turkey, by which no definite national records management program seems to prevail.
